To achieve this goal, in addition to the OD literature this study offers a review of PLO. Afterwards, the study critically assesses the conceptual problems facing the development of the organisation as a whole. Commenting on a major development and reform intervention that had failed drastically presenting the reasons of such a result follows the assessment. Finally this study presents recommendations to develop PLO towards achieving its goals. The PLO needs to re-democratise itself and strengthen the individuals it governs. At the end, shortly, an epilogue presents the new challenges to the PLO that arisen from the recognition of the state of Palestine.
